Project/Program Management Specialist

This task area includes functional areas that will require high-level project management skills and tools for managing, tracking, reporting, and transitioning large-scale systems, and for maintaining configuration management controls. Another of these areas is support service for the special computer and human interfaces often required to provide equal access to information resources for employees who have physical or sensory disabilities. The scope of work for the MBOSS principal task area shall include all aspects of strategic business services, including:

  • Communications and Change Management;

  • Performance Work Statement (PWS) & Statement of Objective (SOO) development;

  • Earned Value Management Support Program Management Support;

  • Case Studies;

  • Feasibility Studies;

  • Business Process Re-engineering;

  • Customer Relationship Management;

  • Data Management;

  • Technology Evaluation;

  • Knowledge Management Support;

  • Service Oriented Architecture Support;

  • Enterprise Life Cycle (ELC) Management; and

  • Training (Knowledge)


The Project/Program Management Specialist will:



  • Prepare detailed specifications for programs

  • Design, code, run tests, debug and document programs

  • Work at the highest technical level of all phases of applications, systems analysis and programming activities

  • Install enhancements, security features, and analytical tools

  • Provide guidance and training to less experienced analysts/programmers

  • Design, implement and maintain moderately complex databases with respect to JCL, access methods, access time, device allocation, validation checks, organization, protection and security, documentation and statistical methods

  • Maintain database dictionaries, monitors standards and procedures and integration of systems through database design


The Project/Program Management Specialist Qualifications:



  • Prefer BS/BA Degree

  • 5-7 years program, project management experience

  • Prefer Security Clearance

  • PMP Certification not required but a plus


Experience with the following systems and/or software including, but not limited to:

  • Windows 7 and Windows 8

  • SharePoint - developing or administration in SharePoint.

  • Microsoft (MS) Office product suite: Word, Excel, Access, PowerPoint

  • Visio

  • MS Project and MS Project Server

  • IBM Rational


Experience in IRS specific tools and processes are desirable such as:

  • WRMS

  • FMS

  • ELC

  • Governance processes


Specialized experience shall also include expertise in such areas as:

  • Program and Project Management - Project Management Professional (PMP) and/or Practitioner of the Project Management Body of Knowledge (PMBoK® Guide)

  • Financial Analysis and Forecasting

  • Budget Preparation and Analysis

  • Data Analysis

  • Communication skills - both verbal and written; formal presentations and documentation

  • Technical Writing

  • Assembling Data and Generating Reports

  • Develop and maintain integrated master schedules

  • Develop, implement, and maintain program processes, documents, plans, and performance measures

  • Meeting and Group Facilitation

  • SEI, CMMI or SixSigma certifications a plus
