Finance Business Services Manager


The Business Service Manager directs and manages various technology-related activities for a Business Unit under the supervision of the Business Unit CIO, with this position focusing on support for Corporate Finance including all domains of Finance - Controllers, Actuarial, Risk, Investments, Budget and Planning, Treasury, and Tax. Responsible for constructing business plans and directing the flow of work of all technology resources assigned to work on business unit related IT projects. Oversight for day-to-day technology operations and portfolios for multiple business units, freeing the Business Unit CIO to concentrate on overall strategy and business unit relationships. Collaborates with application development, architecture & engineering and service delivery resource pool managers to identify and assign matrixed resources when needed to support both new and ongoing technology work. Responsible for statistical reporting including but not limited to the Client Satisfaction and Scorecard process. Strategizes with client community to create appropriate forward thinking technology plans and drives associated implementations. Oversees these program level plans to ensure appropriate staffing levels and avoids constraints in both ET and business unit resources. Day to day oversight of technology projects in the business units; gains understanding of the businesses through immersion and understanding of the business unit's goals and objectives. Matrixed operational management of ET resources dedicated to BU projects for the duration of those projects. Conduit between the ET Application Development organization, Architecture & Engineering and Service Delivery and the business unit in terms of staffing and matrixed management. Ensure technology delivery and performance outcomes are realized in an efficient, high quality and cost effective manner. Maintains in depth understanding of progress and status of projects being completed in the Applications Development and Infrastructure projects. Facilitate problem resolution for all projects. Responsible for creating and managing multiple business unit scorecards under the direction of the Business Unit CIO and Business Heads. Advises the BU CIO on operational and cost matters before issues become apparent to the business units. Keeps abreast of ET Operational and technology issues that may affect the Business Units and advises the Business Unit CIO and Business Unit management. Prepares Business Unit budget planning from a technology perspective. Monitors the clients' technology spend to ensure budgetary compliance. Prepares and negotiates Service Level Agreements with the business head. Assist the BU CIO by building and maintaining strategic partnerships with mid level business executives of assigned line of businesses. Build strategic partnerships with peers and colleagues across all areas of ET and mid level executive in the Business Units. Ensure that Business Units have the proper level of technology (desktops, blackberries, etc) to meet their business unit goals. Proactively manages and plans for new equipment purchases as required by budgets and/or business needs. Reviews and assesses impact of all technology implementations to ensure Business Units are not negatively effects. Also prepares and distributes all communications for technology implementations to the Business Units. Extensive decision making since position requires direct interaction with business and technology managers in researching and analyzing business requirements and technology. Decisions will be made on functional solutions to further the business and be in line with corporate solutions, financial impacts, project planning, resourcing, etc., which all will have a major impact on successful implementation of business strategies. Must work effectively with minimal direction, with accountability not only to immediate manager but also to managers responsible for various initiatives, for which support is being provided. The scope of this position will be wide, covering several clients including Corporate Finance - all domains. Will be expected to manage a budget of $2 - 5M, complete with monthly financial reconciliation. This position will manage a junior BSM, two business analyst(s), and a tech lead(s). Frequent communication, both oral and written, including support for presentations at senior leadership levels. This position will be communicating with business clients at varying levels, technology managers and project leads, ET colleagues, as well as external vendors supporting the business systems.


Good understanding regulatory requirements for financial reporting and tax. Understand the GAAP, Statutory, Federal, and SEC rulings that impact NYL business practices and accounting practices in order to facilitate the business areas ability to comply to such rulings by developing business and technology solutions. Good knowledge of all domains of Finance (Controllers, Budget and Planning, Actuarial, Risk, Investments, Treasury, and Tax). Functions include the closing process, Statutory, GAAP accounting and management financial reporting, SOX compliance, financial certifications, annual risk assessment, actuarial modeling, budget and expense management - actual to plan, cash management, and various tax filings. Ability to create and oversee multiple large scale projects, with strong strategy, systems integration and program management skills. Must be able to manage and work with various vendors and internal groups to deliver solutions. Ability to drive variable workforce sourcing strategies, including offshoring and outsourcing. Experience with business process outsourcing a plus. Ability to plan, forecast and track large scale budgets in support of technology solutions for business strategies. Knowledge of financial reporting and reconciliation, including financial impacts on overall budget as well as individual projects. Knowledge of financial structures and processes; understanding of monthly P&L reviews and reconciliation with verticals' forecast vs plan. Must have a strong voice in support of the business strategy and technical solutions, with ability to use influence to gain consensus among multiple constituents. Ability to manage technical risk and compliance requirements and issues. Bachelor's Degree and equivalent work experience. Minimum of 10 years experience with a background in Finance business models and the application development/systems analysis and project management of these types of projects is essential. Prior experience in mainframe, internet, and vendor applications with technical expertise including but not limited cobol, jcl to Java, JEE2, Javascript, MQ, BPM, Sharepoint, HTML, Oracle, SQL Server, SAP/BW ERP, Prophet Actuarial platform, CAMRA Investment Accounting platform as well as the underlying infrastructure components is required. Must have experience in technology roles of increasing complexity with an expertise in technology development or program management. Requires mid level executive leadership and presence, relationship management skills, and deep business acumen of finance driven business models plus project management in support of business objectives of the business unit (seen as a possible successor/grooming position to a future BU CIO position).
