Sonoma Clean Power (SCP) is the new, locally controlled electricity provider in Sonoma County, and we are shattering paradigms by providing a real alternative to the power monopoly. Summary of Responsibilities


Reporting to the Chief Executive Officer, The Regulatory Director provides advocacy and compliance oversight, strategic planning, and general legal advice to benefit, protect, and further the mission of Sonoma Clean Power. This position class is distinguished by highly complex and widely scoped duties. Extensive experience and training is required for the proper fulfillment of duties. The Regulatory Director advocates for agency interests before a variety of regulatory agencies including the California Public Utilities Commission, the California Independent System Operator Corporation, and the California Energy Commission; Ensures Agency compliance with legal and regulatory requirements, collaborates with the CEO and other staff; Assists with development of the strategic plan and policy priorities; Assists with cost of service and rate design analysis and strategic planning; Provides legal counsel in areas of general business concern such as contracts and agency law, procuring and overseeing outside counsel as needed; Assists in relations with, and provides staff support to, the Board and similar advisory and policy-making councils and committees; Works closely with the CEO in all matters; Interfaces extensively with the Board, staff and outside parties; and, Exercises considerable discretion


and independent judgment in the coordination and prioritization of assigned duties and responsibilities.

Qualifications


Experience / Education


Juris Doctorate from an American Bar Association accredited school of law


And, ten (10) years of increasingly responsible experience in the electric industry. Public agency experience desirable.

License:


Active membership in good standing with the California Bar Association; Possession of a valid Class C California driver’s license and a satisfactory driving record at the time of hire.

Knowledge of:


Compliance requirements of Community Choice Aggregation [Assembly Bill 117 (2002 Stats., ch. 838)] and other related legal and regulatory requirements; California statutory and constitutional laws, including the Government Code and laws related to the authority, responsibilities, and obligations of public officials and administrative boards and agencies; and, California State laws and procedures related to the conduct of hearings and meetings of public bodies.

Ability to:


Successfully advocate before regulatory agencies; establish and maintain effective working relationships with staff, Agency officials, and the public in carrying out sound management policies; collaborate with diverse interests to reach optimal solutions; and, persuade, rationalize and anticipate consequences of decisions and/or recommendations.

Compensation


The Salary Range for this position is $ 99,500 to $ 124,500 annually and will be established DOQ. In addition, a comprehensive benefits package is provided.
