Portfolio Resource Analyst

Purpose: Responsible for developing, implementing, and continuously improving resource planning strategies for use across Merial R&D. Ensure consistency and availability of resource data and manage their use for decision taking. Minimize the administrative efforts required to maintain Merial R&D resource planning & management systems.

1 Responsible maintaining excellence in Resource Management and R&D Planning Systems. 1 Ensure the systems are properly and consistently used across R&D. Provide leadership and guidance to Resman core users regarding systems use. Communicate and lead resource management, Resman and TimeCard systems strategies across all R&D functions 1 Ensure portfolio data from Resman systems are available to support project, platform, and resource decisions and reviews for all R&D projects and functions.

Major responsibilities:


- Leadership of Resman Team

1 Provide leadership and guidance to approximately 20 core users of the enterprise Resman tool. 1 Provide and maintain written procedures regarding standard use for Resman across all roles and geographies to ensure consistent and useful data are available. 1 Accountable to identify and implement the appropriate level of detail for planning and ensure consistency of planning detail across the organization. 1 Accountable for monitoring and continuously improving the quality of planning processes utilized within the Resman systems e.g. by analysing differences between logged time vs. planned time.1 Ensure Resman team is appropriately staffed to provide quality resource planning services across R&D; raise resource issues and provide impact analysis of these issues to governance bodies.1 Meet with Resman team on a regular basis to resolve system, process, and resource conflicts and ensure the data provided to the organization can be consistently utilized and interpreted. 1 Ensure planners are interacting in a consistent and cooperative manner.1 Anticipate and resolve conflicts around resource planning processes and systems.


- Resource Management Strategy

1 Identify best practices, implement improvement programs and communicate planning practices across R&D.1 Identify, prioritize, advocate and implement future expansion phases of Resource & Portfolio Management systems and processes. Provide information and demonstrations of systems to all interested parties.1 Provide guidance to the organization on how best to utilize resource management data. Promote the use of Resman data for day to day decision taking across all R&D functions.1 Interface effectively with all functions and resource management team members to optimize cooperation, anticipate and resolve system and process conflicts.1 Escalate system issues and questions to senior management and regularly present Resman systems, evolution, and data to appropriate governance bodies.


- Quantitative analysis

1 Provide analysis of Resman and TimeCard data to support R&D governance reviews. Facilitate identification of bottlenecks and propose resolution strategies across all global R&D functions; identify and escalate other relevant resource management issues as needed.1 Support RDLs, project managers, and functional managers across R&D in using and interpreting TimeCard data. Accountable for ensuring Resman data is as accurate as possible. Oversee Resman team to correct and update data where issues exist; partner with R&D functions and management as needed to identify and update strategic processes regarding capturing of resource data.1 Identify unmet needs and oversee development and evolution of new Resman reports to support continuous improvement of data analysis.1 Accountable for ensuring consistency of Resman data with other relevant sources. Harmonize and provide strategy for data continuity as appropriate.


Qualifications

Knowledge and skills:

Education and years of experience

- Requires Bachelor's Degree and minimum of 6+ years experience in life science research and development, clinical or industrial veterinary medicine

- An advanced degree (MS)is desirable with minimum of 4+ years of experience and Certification in a recognized Project Management specialty is strongly preferred.

- Fluent in English; French is a strong plus


Functional experience

- Strong knowledge of biological and pharmaceutical veterinary product development processes

- Strong project management skills with a track record of delivering complex project and processes

- Must be able to successfully and credibly interact with functional heads

- Experience with resource and financial planning of complex research or development projects

- Extensive experience with resource management processes and systems in life science R&D

Management and leadership skills

- Proven leadership, people development and management skills

- Entrepreneurial, hard worker, disciplined, can live with a high degree of stress and ambiguity

- Experience in managing in an international and cross-functional environment; ability to effectively manage virtual teams

- Effective communicator with excellent negotiation and interpersonal skills and the ability to form productive working relationships at all levels across disciplines and nationalities, both internally and externally

- Structured and holistic approach to project management; applies rigorous and standardized processes

- Self-motivated decision maker with a high degree of initiative, commitment and persistence

- Strong team player able to excel in a cross-functional matrix environment
