Buyer III



Minimum Requirements:



Bachelor's degree in Business Administration or equivalent, with five years of experience. Knowledge of FAR Regulations applicable to the work unit is required. Certification in government contracting is highly desired. The employee must have knowledge of common business, industrial, and trade practices with respect to sales, prices, cost comparisons, discounts, deliveries, stocks, and shipments of varied items purchased. Must also have a knowledge of commercial supply sources such as sales literature and sales representatives. Skill and tact are required in dealing with suppliers to ensure adequate and timely response to purchasing needs, and to ensure the lowest possible price is obtained. May be required to qualify for and maintain a Secret security clearance and possess a valid driver’s license.




Job Description:



The employee purchases materials or services ranging from "off-the-shelf" supplies, equipment, and services (e.g., utilities, maintenance, and repair) to those of a technical and specialized nature. The technical and specialized purchases are usually made, altered, or customized to meet the user's specific needs and specifications at the instruction of the employee. The employee may coordinate transactions by dealing directly with manufacturers. The number of potential vendors varies and may be small, therefore the employee will be required to evaluate price differentials that reflect important factors (quality, delivery dates and places, etc.) in order to select the appropriate vendor. Purchases of large quantities of an item or service will be performed by the employee. The employee will be required to resolve complications such as: specifications that detail in technical terms the required physical, chemical, electrical, or other comparable properties; special testing prior to acceptance; grouping items for lot bidding and awards; specialized processing, packing, or packaging requirements; export packs; and overseas port differentials. The employee will be responsible for keeping up to date information on market trends, changes in business practices in the assigned markets, and new or altered types of materials entering the market, product development, etc. The employee may be required to assist in the training or providing work direction to lower-level buyers or clerks.
